A summary of reopening stages in the Provinces. Italicized text indicates current or proximate stage if applicable. Clicking on the title of each section will bring you to the applicable provincial website.
British Columbia
4 Stage reopening plan moving from may 25th – September 7th 2021 (earliest start date).
- Stage 1 (Started May 25th) 60% of population 18+ vaccinated with 1 dose
- Outdoor gatherings up to 10 people, indoor up to 5 people in 2 households.
- Outdoor seated organized gatherings up to 50 people, indoor seated gatherings of up to 10 people, and religious worship services of up to 50 people (all with a covid safety plan)
- Recreational travel within health region allowed, but non-essential travel between regions is restricted
- Indoor and outdoor dining for up to 6 people (no bubble restrictions), Liquor service until 10 pm
- Gradual return to workplace with Covid-19 safety plan in place
- Indoor low intensity group exercise allowed with limited capacity
- Practices and games for team sports outdoors allowed (no spectators.)
- Stage 2 (Starts June 15th) 65% of 18+ population vaccinated with 1 dose
- Outdoor and personal gatherings up to 50 people (all types of events)
- Playdates allowed
- Indoor seated gatherings up to 50 people with covid safety plan.
- Provincial travel restrictions lifted Transit and ferry services resume.
- Banquet halls reopen. Liquor service permitted until midnight.
- Continued return to workplace, allowing small in person meetings.
- Indoor high intensity group exercise allowed with reduced capacity
- Indoor games and practices for team sports allowed (no spectators)
- Outdoor sports allowed up to 50 spectators
- Stage 3 (earliest July 1st) 70% of 18+ population with 1 dose
- Masks remain recommended but no longer required
- Social contact will be encouraged with caution
- Return to normal for indoor and outdoor personal gatherings.
- Increased capacity at indoor and outdoor organized gatherings, covid plans still required.
- Fairs and festivals can resume with safety plan in place
- Canada wide travel permitted
- No group limits for indoor or outdoor dining

- Seminars and bigger meetings permitted in workplaces (Sector Covid 19 safety plans must be followed)

- Stage 4 (earliest September 7th): 70% of 18+ is vaccinated with 1 dose
- Masks are personal choice
- Normal social contact
- Concerts allowed
- Business will continue to operate on sector COVID 19 safety plans through this stage
- Return to normal for sports with COVID19 safety plans.
Alberta
3 Stage Reopening plan with the goal of having “return to normal” by End of June (Currently, not on track to hit required vaccination target.
- Stage 1 (Started June 1): Two weeks after 50% of Albertans 12+ (born in 2009 or earlier) have received at least one dose, and hospitalizations are below 800 and declining. Took effect June 1.
- Places of worship – 15% of fire code occupancy (effective May 28)
- Outdoor social gatherings – up to 10 people (indoor social gatherings still not permitted)
- Outdoor physical, performance and recreation activities – up to 10 distanced people, all ages
- Personal and wellness services – re-open, by appointment only
- Funeral services – up to 20 people, not including facility staff, funeral clergy or organizers not considered guests (receptions remain prohibited)
- Wedding ceremonies – up to 10 people, including officiant, bride/groom, witnesses (receptions remain prohibited)
- Restaurants – outdoor patio dining for up to 4 household members per table, or 3 people if diners who live alone are with their 2 close contacts
- Retail – 15% of fire code occupancy (must maintain ability to distance)
- Distancing and masking requirements remain in effect
- Stage 2 (Starts today June 10th): Two weeks after 60% of Albertans 12+ (born in 2009 or earlier) have received at least one dose, and hospitalizations are below 500 and declining. Took effect June 10.
- Outdoor social gatherings – up to 20 people with distancing (indoor social gatherings still not permitted)
- Indoor recreation, entertainment and other settings (rec centres, arenas, casinos, cinemas, theatres, museums, galleries, libraries, etc.) – open at 1/3 of fire code occupancy
- Gyms and fitness studios – open for solo and drop-in activities and indoor fitness classes with 3 metre distancing
- Funeral services – up to 20 people, indoors and outdoors (receptions permitted outdoors only)
- Wedding ceremonies – up to 20 people, indoors and outdoors (receptions permitted outdoors only)
- Places of worship – 1/3 of fire code occupancy
- Personal and wellness services – resume walk-in service
- Post-secondary – resume in-person learning
- Restaurants – 6 people per table max, indoors or outdoors
- Retail – 1/3 of fire code occupancy (must maintain ability to distance)
- Youth activities (day camps, overnight camps, play centres) – resume with restrictions
- Youth and adult sports – resume with no restrictions, indoors and outdoors
- Outdoor public gatherings (concerts/festivals) – up to 150 people
- Outdoor fixed seating facilities (grandstands) – 1/3 seated capacity
- Work from home order is lifted but still recommended
- Distancing and masking requirements remain in effect
- Stage 3: Two weeks after 70% of Albertans 12+ (born in 2009 or earlier) have received at least one dose. Expected to be effective in late June or early July.
- All restrictions lifted, including ban on indoor social gatherings
- Isolation requirements for confirmed cases of COVID-19 and some protective measures in continuing care settings remain
- Return to work recommendations were just released this morning, June 10th:
- Provincewide restrictions
- Working from home is recommended – but no longer mandatory – if the employer does not require the employee’s physical presence to operate effectively.
- Employees must wear a mask in all indoor workplaces, except:
- in work stations or where 2-metre distancing or adequate physical barriers are in place
- a workplace hazard assessment determines there is a safety risk

- Any workplace with transmission of 3 or more cases will be required to close for 10 days. Work camps, essential and critical services are exempt.
- Any workplace that does not comply will be subject to enforcement.

- Drs have asked Calgary and Edmonton to leave mandatory masking bylaw in place until 70% of population receives 2 doses of vaccine (indeterminate timeline.)
Saskatchewan
3 Step reopening plan tied to vaccine rates.
- Step 1 (Began end of May): Three weeks after 70% of people 40+ have received first dose
- Restaurants and bars open, maximum of six at a table, two metres or structural barriers between tables, dance floors and buffets remain closed, VLTs may re-open;
- 30 per cent of capacity or 150 people, whichever is less, at places of worship, with physical distancing between households;
- Group fitness classes involving intense training, like aerobics and spin, can resume, with three metres between participants;
- Current restrictions remain in place for retail, personal care services, event facilities, casinos, bingo halls, theatres, art galleries, libraries and recreational facilities;
- Current protocols remain in place for primary, secondary and post-secondary education and for childcare;
- Limit of 10 people at private indoor and outdoor gatherings, including household gatherings;
- Limit of 30 people at public indoor gatherings;
- Limit of 150 people at public outdoor gatherings; and
- Current province-wide masking mandate remains in place.
- Step 2 (projected 3rd week of June, not yet announced.)
- No capacity thresholds on retail and personal care services, must maintain an occupancy that allows for physical distancing;
- Restaurants and bars will have no table capacity thresholds, must maintain two metres of physical distancing or structural barriers between tables, dance floors and buffets remain closed;
- 150 person maximum capacity at event facilities, casinos, bingo halls, theatres, art galleries, libraries and recreational facilities, must maintain an occupancy that allows for physical distancing, restaurant guidelines apply at venues that serve food;
- No change from Step One at gyms and fitness facilities, primary, secondary and post-secondary education and childcare;
- All remaining restrictions on youth and adult sports will be lifted;
- Limit of 15 people at private indoor gatherings, including household gatherings;
- Limit of 150 people at public indoor gatherings and private and public outdoor gatherings; and
- Current province-wide masking mandate remains in place.
- Step 3 (projected Mid July):
- All restrictions except Masking and gathering sizes will be lifted.
- Saskatchewan workplace recommendations can be found
Manitoba
Current health orders and restrictions expire on June 12th though they have been extended every month.
No formal reopening plan yet announced: Premier promised one would be forthcoming this week.
- Work from home order in place
- Retail limited to 10% (1 per household)
- Remote learning through end of school year
- No indoor fitness or rec, outdoor limited to household only
- Restaurants at takeout only.
Ontario
Currently a 3 step plan, with more implied steps as restrictions still exist at step 3.
- Stage 1 (starting Friday June 11): 60% of adults vaccinated with one dose
- outdoor gatherings up to 10 people
- outdoor dining up to 4 people per table
- outdoor fitness classes, personal training and sports training up to 10 patrons. No games or practices permitted
- essential retail at 25% capacity and discount and big box stores can sell all goods
- non-essential retail at 15% capacity and can sell all goods
- retail stores in malls closed unless the stores have a street facing entrance
- indoor religious services, rites and ceremonies including weddings and funerals at 15% capacity of the room
- outdoors religious services, rites and ceremonies including weddings and funerals are permitted with capacity limited to permit physical distancing of 2 metres
- horse racing, motor speedways without spectators
- outdoor pools and wading pools with capacity limited to permit physical distancing of 2 metres
- outdoor zoos, landmarks, historic sites, and botanical gardens with capacity limited to 15% for ticketed areas
- day camps
- overnight camping at campgrounds and campsites, including Ontario Parks
- Stage 2: 70% of adults vaccinated with one dose and 20% vaccinated with two doses (Face coverings still required)
- outdoor gatherings up to 25 people
- indoor gatherings up to 5 people and other restrictions
- indoor religious services, rites or ceremonies at 25% capacity of the room
- outdoor dining up to 6 per table
- outdoor sports and leagues
- outdoor meeting and event spaces with capacity limits

Quebec
4 stage reopening plan spanning May 28 – End of August at earliest. Additional color levels apply in some stages. Plans are not rigid or well outlined beyond current stage.
Stage 1 (Began May 28):
- No curfew
- Restaurants can serve outdoors with restrictions (only same household)
- Outdoor gatherings permitted on private property
- Travel bans between regions lifted
- Resumption of Events
Stage 2 (Begins June 11th):
- Outdoor dining can now include two residences per table
- Sports with brief contact are allowed
Stage 3 (Begins June 25th):
- Day and Sleepover camps
- Outdoor public activities and events following safety plans
- Easing of requirements for masking and distancing in private gatherings for people with 2 doses
- Resumption of festivals and other outdoor events with a maximum of 2,500 people with strict specific instructions
Stage 4 (end of August or later): additional phased easing of restrictions once 75% of over 12 population receives 2 doses of vaccine:
- Flexibility in childcare and preschool settings
- Return to normal organization at primary and secondary level
- Return to face-to-face work in higher education
- Progressive return to face-to-face work
- Additional relief for gatherings, sports and recreation
- Increased person limits for indoor venues and outdoor events
- End of color levels
- Reduced requirements for masks and distancing in public places or events for people vaccinated with 2 doses and depending on the evolution of the epidemiological situation

New Brunswick
3 Phase reopening plan intended to end approximately August 2nd, where all provincial restrictions will be lifted.
Phase 1 (was supposed to begin this week but goal not yet reached, hope to begin Monday June 14): 75% of population 12 and older have received dose 1 of vaccine.
- Travel registration required for all travel
- Any travel from outside PEI, NL or Quebec islands requires isolation
- Allow contact with all family and friends
- Indoor informal gatherings of 20 people or fewer, formal gatherings at 50% capacity with operational plan
- Outdoor: only distancing restrictions in place, no capacity limits, operational plan required for formal gatherings.
- Masks remain required
- Organized sports are permitted with operational plan, team games and competitions restricted to same travel locations
- Faith gatherings permitted to 50% capacity
Phase 2 (projected July 1st): 20% of residents 65+ have also received 2nd dose of vaccine in addition to previous requirements.
- Travel registration not required in Atlantic Canada, but remains required for travel elsewhere
- Atlantic bubble to open to NS and Maine
- Same gathering restrictions
- Regular capacity with maintenance of contact lists for clients at gyms, salons, restaurants, and other public service businesses
- Masks still required
- Daycares and camps resume with safety plans
- Organized sporting activity is permitted with operational plan (still restrictions outside Atlantic Canada bubble)
Phase 3 (Projected August 2nd): 75% of residents 12+ have received 2 doses of vaccine.
- All restrictions from province will be lifted.
Nova Scotia
5 Phase plan spanning June 6th– September. Phase 5 does not end all public restrictions, and makes reference to continuing to live during COVID-19.
- Phase 1 (Began June 6th):
- Personal services can open by appointment only, all services must still require clients to wear mask at all times
- Outdoor patios and restaurants (including bars) are open with a physical distance of 2 meters between tables, maximum of 10 people per table, mask wearing required while not eating. Liquor service ends at 11.
- Retain can operate at 25% capacity with masking required
- Increased continuing care flexibility
- Daycares can reopen to 100% capacity
- Schools are reopen and following Back to School Plan.
- Outdoor fatherings up to 10 people permitted without masks. Indoor gathering remains restricted to household only.
- Performance arts permitted with up to 10 people outdoors
- No sports games, but players can practice outdoors up to 10 people.
- Weddings up to 5 people indoors or 10 outdoors. No receptions permitted. Faith gatherings restricted to 10 people.
- Provincial camp grounds open
- 1:1 training only
- Travel permitted within Nova Scotia Only.
- Phase 2 (expected June 16th): 60% of population has received 1 dose
- Casinos and VLTs can reopen and operate at 50%
- Indoor dining is reopened with same restrictions to outdoor in phase 1.
- Retail at 50% capacity
- Indoor gatherings up to 10 people with multiple households permitted with no masks. Up to 25 people with masks and social distancing.
- Meetings for private business, government, organized clubs, and mental health+addictions support can resume indoors with up to 10 people and outdoors with up to 25.
- Weddings and funerals up to 10 indoors and 25 outdoors.
- Day camps up to 15 people
- Fitness and Sports Facilities permitted up to 50% capacity
- Museums and libraries at 25% capacity with masks
- Phase 3 (Expected June 30th): 65 % of population with 1 dose
- Personal and Wellness Services fully reopen
- Casinos and VLTs up to 75% capacity
- Restaurants can now open until 1am
- Retail at 75% capacity
- Indoor visits at long term care for fully vaccinated
- Festivals and special events can resume (100 people indoors, 150 outdoors) organizers must have Covid 19 plan reviewed by government.
- Meetings and training up to 100 people indoors or 150 outdoors
- Up to 25 people indoors and 50 people outdoors for sports and performances. Spectators are permitted. No tournaments.
- Weddings and Funerals up to 100 people indoors and 150 outdoors are permitted.
- Fitness at 75% capacity
- Museums and libararies at 50%
- Interprovincial travel now allowed, with self isolation.
- Phase 4 (expected July 14): 75% of population 1 vaccine dose
- Regular capacities at casinos and restaurants, with physical distancing minimum maintained and masking in effect.
- Retail stores at maximum capacity with masking and physical distancing
- Festival limits increased to 150 indoors and 250 outdoors (plans still required)
- Meetings and training increased to 150 indoor and 250 outdoors (plan still requited)
- Indoor social gatherings up to 25 people no masks. Outdoor limit up to 50 people no mask.
- No changes to sports or performances.
- Weddings and funerals increased to 150 indoor and 250 outdoor.
- Fitness and sport facilities back to maximum capacity with masks and social distancing.
- Museums and libraries at max capacity.
- Phase 5 (September): 75% of population at 2 doses

PEI
5 Step plan from June to September with almost all restrictions lifted in final step.
- Step 1 (began June 6):
- Personal gatherings increase up to 20 people indoors and outdoors
- Weddings and funerals permitted with up to 150 people at recognized business with reviewed op plan
- Special event occasions hosted by individuals are permitted with up to 50 people with a reviewed op plan
- Restaurants may have tables up to 20 peoples, no restricted closing time.
- Step 2 (Projected June 27): 80% of residents 12+ with first dose
- Travel permitted within Atlantic Canada
- Step 3 (projected July 18th): no fixed metric (just increasing vaccinations)
- Limited easing of masking requirements (not yet detailed)
- Outdoor gatherings hosted by business or organization permitted up to 200 people outdoor or 100 indoor
- Weddings and funerals up to 200 people
- Sport and recreation activities that require close contact are limited to a single cohort of 100 individuals per day.
- Step 4 (projected Aug 8th): 50% of residents 12+ with 2 doses
- Full time classroom learning permitted
- Domestic travel into remainder of Canada permitted with pre approval
- Childcare facilities at 100%
- Step 5 ( projected Sept 12th): 80% of residents 12+ with 2 doses
- Further easing of masking requirements
- Physical distancing requirements eased
- No limits on personal or outdoor gatherings,
- No additional restrictions on business
- No pre approval required for domestic travel
- Potential international travel (depending on federal requirements.)
- Unrestricted visitation to long term care.
Newfoundland
3 step plan with initial “transition” stage. Run up to September 15th, where most restrictions are intended to be lifted. All stages still require non-medical masking and physical distancing in indoor public spaces (including workplaces), and this will be reviewed independently after stage 3.
- Transition Stage (June 15th):
- Outdoor formal gatherings up to 150 people permitted
- Parades and other ceremonial events permitted with physical distancing
- Outdoor personal gatherings up to 30 people
- Indoor personal gatherings limited to household and “steady 20”
- Outdoor sports tournaments permitted as part of Return to Play Plan
- Gradual return to offices and workplaces
- Step 1 (projected July 1st): 75% of 12+ residents with 1 dose of vaccine
- Non-essential travel within Canada permitted
- Formal Outdoor gatherings up to 250 people
- Formal Indoor gatherings up to 200 people
- Dancing permitted at weddings
- Personal outdoor gatherings up to 50 people, indoor gatherings limited to Steady 20.
- No capacity restrictions at retail stores
- Restaurants and lounges can open to 75% capacity
- Recreational and arts facilities follow limits for formal gatherings.
- Cohorting continues at childcare and camps
- Workplaces permitted small in-person meetings.
- Step 2 (projected August 15th): 80% of 12+ residents with 1 dose and 50% with 2 doses
- No isolation requirements for domestic travel
- Formal outdoor gatherings up to 500, indoor up to 350
- Personal gatherings only limited by number of people that can fit while social distancing.
- No capacity restrictions at restaurants and lounges; dance floors permitted.
- Larger meetings and conferences can take place following formal gathering limits.
- Step 3 (projected September 15th): 80% 12+ residents have 2 doses of vaccine.
- Outdoor formal gatherings with no restrictions (but physical distancing and masking)
